Countries
that support the liberal theory model are not willing to put a direct ban on
pornography because it would be an intrusion into the freedom of expression.
However, every government is strongly against child pornography. Children
are being exploited by the very adults who are supposed to protect them. Abused
children normally develop psychological and emotional problem and carry these
burdens throughout their lives. They may find it difficult to have relationships
and are at risk of becoming perpetrators or abusers themselves.
The
computer has revolutionised the transmission and distribution of child
pornography in the 1990s. Unlike photographs and videos, computer-transmitted
pornography is much harder to detect (and knows no boundaries). Therefore, the
authorities face an uphill battle in trying to fight this problem. For example,
the Sri Lankan government enacted tough laws to combat child pornography but has
not made any significant progress in tackling this menace. The Sri Lankan
authorities said, “The mother sites of Sri Lankan websites peddling
pornography originate in the United States which makes it difficult to take action against
the owners of the sites.
