SurfWatch, a company
that develops filtering software, said that there was no way anyone could block
every offensive site. He said further that it is impossible to guarantee that
innocuous sites won't be thrown out with the bathwater. Consumer watchdogs have
heavily criticized the filtering industry, which makes products designed to
block children from viewing offensive Internet sites. The watchdogs accused the
industry of "over-filtering" – clumsily and inadvertently blocking
access to countless harmless sites.
